The University of Telecommunications and Post (UTP) and the Vietnamese Victoria Hoa Binh University have formalised their partnership with an official Memorandum of Understanding. It was signed on 13 October 2026 in Hanoi by the Rector of UTP, Prof. Miglena Temelkova, DSc, and Dr. Dam Bach Duong, Vice President of Victoria Hoa Binh University in charge of international cooperation. The cooperation between the two universities will take concrete form in the development and offering of joint master’s degree programmes, giving graduates the opportunity to obtain two diplomas – one European and one Vietnamese. Work on joint research and applied research projects is another priority set out in the Memorandum of Understanding. Academic exchange and technological cooperation are further areas that the two universities will develop through joint efforts.
The meeting with the Bulgarian delegation was also attended by the following representatives of Victoria Hoa Binh University: Prof. Dr. Dinh Toan Trung – Director of International Academic Affairs, responsible for Economics and Finance; Dr. Du Dinh Vien – Dean of the Faculty of Information Technology, Electronics and Telecommunications; Mr. Tran Dinh Huyen, MSc – Deputy Head of the Academic Affairs Department; and Ms. Nguyen Thi Quynh Giang, LLM – Deputy Head of the International Cooperation Department.
The partnership with Victoria Hoa Binh University is of strategic importance for UTP, since the link between education and business is the foundation of all its educational products. Victoria Hoa Binh University is part of the large educational system Victoria School Systems, which is backed by one of the most powerful conglomerates in Vietnam – Sovico Group. It is precisely the mutual complementarity of the “education – business” link, which both universities strongly emphasise in their curricula, that makes the partnership strategically important and promises high added value.
The Victoria School Systems educational network includes the “Happy School” concept, created in partnership with UNESCO, and develops modern international bilingual schools (kindergartens, primary and secondary schools of the K-12 type). With the addition of Hoa Binh University in September 2026, the group completes the full cycle of education. As part of this transformation, a brand-new Victoria Faculty of Medicine and Pharmacy has also been opened, which creates opportunities for cooperation with Victoria Hoa Binh University in relation to UTP’s degree programmes “Telemedicine” and “Software Engineering in Medicine”.

A strategic partner and investor of the university is Dr. Nguyen Thi Phuong Thao, a billionaire, founder of Sovico Group and one of the most influential businesswomen in Asia. As a result, Victoria Hoa Binh University is transforming into a “university of business”, as is UTP. Through their links with various companies, the students of both universities have direct access to internships and jobs. For the students of Victoria Hoa Binh University, this is ensured by Sovico’s vast ecosystem, which includes: Vietjet Air – the largest private airline in Vietnam; HDBank – a major commercial bank; Phu Long – large-scale real estate and luxury resort companies; and digital and AI technology companies developing joint digital transformation projects with Vietnam’s Ministry of Public Security.
The group’s main ambition is for Victoria Hoa Binh University to enter the top 300 universities in Asia by 2030, relying on strong international cooperation, such as the partnership with the Bulgarian UTP.
