INSTRUCTION FOR ADMISSION OF FOREIGN STUDENTS
AT THE UNIVERSITY OF TELECOMMUNICATIONS AND POST

SECTION I. GENERAL PROVISIONS
Art. 1.
1. Foreign citizens who possess a document for completed secondary education that provides access to higher education in the country where the secondary education was obtained, or a diploma for completed higher education, may apply for admission at the University of Telecommunications and Post (UT&P).
2. Foreign citizens may apply for accredited bachelor’s or master’s degree programs under the following conditions:
1. Under intergovernmental agreements for educational, scientific, and cultural exchange;
2. According to decrees by the Council of Ministers;
3. For paid education (outside the above categories) under Art. 95, para. 7 of the Higher Education Act. These applicants are ranked based on documents and pay tuition fees set by the UT&P Academic Council.
3. Foreign citizens may apply under the same conditions as Bulgarian citizens if they:
1. Have permanent residency in Bulgaria;
2. Have refugee status;
3. Are of Bulgarian origin (as per Decree No. 103 of 1993);
4. Are citizens of EU member states.
4. Applicants under para. 3 are admitted within the annually approved quota by the Council of Ministers.
5. Applicants under para. 2.1 submit documents to the Ministry of Education and Science (MES) via competent institutions in their home country.
6. Applicants under para. 2.2 submit documents directly to MES and are admitted according to the relevant government decree.
7. Applicants under para. 2.3 are subject to the provisions from Section II onward.

SECTION II. ADMISSION REQUIREMENTS AND DOCUMENTS FOR NON-EU FOREIGN CITIZENS
Art. 2. (1) Required documents:
• Application form (template) including personal data, contact address, and chosen study program(s);
• Copy of ID with name (Latin alphabet), date/place of birth;
• Notarized copy of secondary/higher education diploma translated into Bulgarian and legalized with APOSTILLE or by a Bulgarian consulate;
• Transcript with grades (translated and legalized);
• Document certifying the right to continue education in a secular university in the country of origin;
• Proof of Bulgarian or English language proficiency if no preparatory course is to be taken;
• Four passport photos (3.5 x 4.5 cm);
• Proof of paid application fee;
• Power of attorney if submitted by a proxy;
• Proof of citizenship (for dual citizenship);
• Declaration of financial support during studies, translated and legalized if needed.
(2) All documents must be:
1. Notarized;
2. Legalized by the Ministry of Education and Ministry of Foreign Affairs of the country of residence, and the Bulgarian consulate, or with an APOSTILLE if applicable.
(4) For Turkish citizens – documents must be certified by the regional education office and governor with APOSTILLE only.
(5) Documents may be submitted:
• In person at UT&P’s office;
• By registered mail;
• By proxy;
• Electronically with digital signature.

SECTION III. RANKING, ENROLLMENT, VISA, AND TUITION FEES
Art. 3.
1. The minimum GPA from secondary education must be at least 62% of the maximum possible score in the country of graduation.
2. Applications are accepted during a specific period (dates not specified) to allow time for processing a long-term visa type “D”.
3. To obtain a visa:
◦ UT&P submits the candidate’s data to MES;
◦ MES issues an Admission Certificate and informs the Ministry of Foreign Affairs and Migration Directorate.
4. Tuition fees are paid after obtaining a visa and arriving in Bulgaria.
5. Tuition fees are set annually by government decree and paid in two installments – at the beginning of each semester.

8. In BGN (converted from EUR at BNB rate) – at UT&P’s cash desk;
9. In EUR – via bank transfer to UT&P’s account

Graduates in Communication Networks and Cyber Crime Investigation have the necessary knowledge, skills and competencies for successful professional implementation in the field of designing secure networks and secure network services, monitoring and auditing network security, detecting and tracking attacks in cyberspace, expert and consulting services, etc. They have a solid theoretical basis that allows them to continue their scientific and educational development in PhD programs.

Graduates of the “Information Technologies” specialty possess the necessary knowledge, skills and competencies for successful professional realization in the field of design and administration of server and cloud services, development of modern methods for design and implementation of databases, machine learning and artificial intelligence in geographic information systems or to acquire additional competencies in modern areas such as cybersecurity, business information systems, management of international business projects, etc. They have a solid theoretical basis that allows them to continue their education to acquire a scientific degree “PhD” in Professional field 5.3. “Communication and Computer Technology”.

The training in the specialty “Smart Leadership” covers theoretical training and practice, oriented towards leaders, acquiring knowledge, skills and competencies in the field of intangible production. Their framework is consistent with national legislation, European directives and requirements for acquiring higher education.
